0:15technology, and innovation at the center
0:17of national growth.
0:18>> But for that ambition to translate into
0:20real economic growth, more research
0:22needs to move beyond the laboratory into
0:25the market. But the real question is,
0:27what makes a scientific research truly
0:29market-ready? And how can university
0:31bridge the gap between the laboratory
0:33and the marketplace?
0:34>> Yes, and in this innovation-led economy,
0:37turning patents into market-ready
0:39products is more critical than ever. So,
0:41let's take a closer look at the current
0:44picture over here.
0:46Now, the encouraging news is that
0:49Vietnam has made substantial progress in
0:51building the legal framework [music]
0:53for science and technology. And recent
0:56revisions to the law on science and
0:58[music] technology and the law on
0:59technology transfer have given public
1:02universities greater autonomy to conduct
1:05research, collaborate [music] with
1:06industry, and commercialize their
1:08innovations.
1:09Now, financial policies have [music]
1:11also become more supportive. Funding
1:14procedures have been simplified, tax
1:16incentives have been introduced, and
1:17researchers are now guaranteed [music]
1:19at least a 30% share of
1:22commercialization profits. Yet, the
1:24actual market transition remains modest.

1:27Here are some figures revealed by the Ho
1:28Chi Minh City Department of Science and
1:30Technology.
1:32The successful commercialization rate of
1:34research [music] projects dropped from
1:3613% during the 2014 to 2018 [music]
1:39period to just 5% today. And
1:42furthermore, spin-offs of university
1:44from [music] universities and research
1:46institutions make up only 5% of the
1:49city's total startups.
1:50>> [music]
1:50>> Recognizing this challenge, the
1:52Politburo's Resolution 57 sets an
1:55ambitious target. By 2030, Vietnam aims
1:58to increase [music]
1:59their commercialization rate of patents
2:01to 8 to 10%. And these figures make one
2:05thing [music] clear, bridging the gap
2:06between the research and the marketplace
2:09is now a strategic priority for Vietnam.
2:13Now, to understand [music] why
2:14commercializing scientific research is
2:16such a challenge and how key initiatives
2:18produced by Politburo's resolution 57
2:21could reshape this process, we visit
2:23some of the top research universities.
2:29>> Once considered rigid, robotic hands can
2:32now gently lift delicate items like food
2:35and agricultural products. This is the
2:37latest breakthrough by researchers from
2:39the Faculty of Physics and Engineering
2:41Physics at the University of Science,
2:44Vietnam National University of Ho Chi
2:45Minh City, paving the way for diverse
2:48applications in education, healthcare,
2:50and agriculture.
2:55>> Whether it's a piece of tofu, ripe
2:56fruit, or a biomedical device,
2:58traditional rigid robotic hands can
3:00easily damage or crush delicate
3:02materials. This soft robotic hand is
3:04designed to solve that problem using
3:06flexible silicone materials.
3:12>> At Phenikaa University, a drone rescue
3:14project is also turning heads for
3:17maximizing the golden hour in drowning
3:19emergencies by deploying self-inflating
3:22lifebuoys in just 10 seconds.
3:24Yet, bringing these vital innovations
3:26from the lab to the commercial market
3:29remains a top challenge.
3:33>> Once out of the lab, innovations need
3:36institutional support such as help
3:38establishing spin-off companies. The
3:40scientist may master the technology, but
3:42they lack expertise in business and
3:45production management, making mentorship
3:47or a dedicated accompanying team
3:49essential.
3:52>> I hope to receive further support.
3:54First, connecting with businesses to
3:56make our research more practical and
3:58market ready. Second, securing
4:00investment from higher levels to gain
4:02the funding and resources needed to
4:03develop these projects.
4:08>> Politburo's resolution 57 stresses the
4:10urgent need to comprehensively amend
4:12[music] and complete legal regulations
4:15on science, technology, intellectual
4:17property, and taxation.
4:21>> Following resolution 57, many laws and
4:24decrees have been introduced. First,
4:26funding for science and technology from
4:28the national budget has increased
4:30significantly. Second, the state has
4:32built innovation centers, including a
4:35major one currently being prepared at
4:37the VNU Ho Chi Minh City urban area.
4:39Third, we have fundamentally shifted our
4:41mindset from buying technology to
4:43improving and mastering it. It's crucial
4:46to have this awareness across society.
4:51>> Vietnam has set the target that [music]
4:52by 2030, human resources for R&D and
4:56innovation will reach 12 per [music]
4:5810,000 people. Patent applications and
5:01grants will grow by 16 to 80% annually,
5:04and the commercialization rate [music]
5:06will hit 8 to 10%.
