Hanoi’s $4.94 Billion Push Shows How the City Prioritises Transport, Industry and the Environment

The Ring Road 4 parallel road, launched in June 2023, is about 90 % finished. Hanoi will open two more sections that add up to 22 km in November, and expects the whole 58.2 km ring to be completed before year‑end. Ring Road 2.5 will also see three 2.2 km sections built, while the new Yen So Bus station is designed for 800‑1,000 vehicle trips each day. An elevated road along Co Linh Street will link the city to the Hanoi‑Hai Phong Expressway and the Giang Bien inland waterway port.
Environmental work includes upgrading dykes, dredging and cleaning the Nhue River – a scheme with a preliminary investment of more than VND75 trillion – and a VND11.681 trillion project to restore the Cau Bay River. A wastewater collection and treatment system is also planned for western Hanoi.
In industry, the first phase of Tien Thang Industrial Park will cover more than 230 ha, involve VND4.455 trillion of investment and is expected to create over 16,000 jobs. Tourism projects feature a 299 ha Ba Vi Safari Park, a cultural‑commercial space under 131 railway arches near Long Bien Bridge, and a multi‑purpose entertainment complex with a horse‑racing track in Soc Son, together worth hundreds of millions of dollars.
The city will also build three modern multi‑level schools in Thạch Thất, Soc Son and Phú Đông, and a second facility of Hanoi Heart Hospital with 300 beds. A cybersecurity centre and a centralized data centre, valued at nearly VND4.5 trillion, are slated for completion in February 2028.
Chairman of the municipal People’s Committee Vu Dai Thang urged investors and project owners to keep to schedules, maintain construction quality and avoid cost overruns, while speeding up land clearance and protecting residents from disruption.
