Manitoba’s 2027 Rules: What Changes for E‑Scooters, Hoverboards and Other Personal Electric Vehicles

Riders must be at least 16 years old and wear properly fitting helmets, the province says.
The incoming speed limit caps personal electric vehicles at 25 km/h, the province said.
These devices will be banned from sidewalks and can only be used on pathways, bicycle lanes and roads where the posted speed limit is 50 km/h or lower, the province said. Local rules may allow use on some cycling facilities.
E‑bikes are excluded from the new rules and may ride on roads with speed limits higher than 50 km/h, a provincial frequently‑asked questions document says.
Transportation Minister Lisa Naylor explained that the legislation aims to prevent injuries after a teen e‑scooter rider was critically injured in a collision on Winnipeg’s Waverley Street last month. She said the goal is to protect kids and make roads safer for everyone.
Police and other peace officers will be able to stop riders who do not follow the new rules, the province said.
