What Canada Can Learn from Airport Privatization Abroad

Prime Minister Mark Carney announced that private investors could manage operations at Toronto, Montreal, Calgary and Vancouver airports. The federal government would still own the land and the physical assets.

Carney’s plan would use a concession agreement – essentially a long‑term lease – that requires new legislation. Under the deal, Transport Canada would keep all regulatory and safety oversight.

A 2018 study published in the Journal of Air Traffic Management found that 51 % of the world’s 100 busiest airports already involve the private sector. Europe leads with 43 % participation, while the Asia‑Pacific region accounts for 26 %.

The Australian Competition and Consumer Commission has reported that airport privatization in Australia often results in higher passenger prices, as private operators become local monopolies.

A 2023 University of Alberta study showed that privately run airports tend to operate more smoothly, experience fewer cancellations and earn higher customer‑satisfaction scores, but they also charge roughly $20 more per passenger.

The proposal has sparked political push‑back. The NDP, the Bloc Québécois and several labour groups warned that handing airport operations to private hands could raise travel costs for Canadians. Conservative leader Pierre Poilievre said the government should first provide full details before any judgment is made.

These international examples suggest that private involvement can improve efficiency and passenger experience, yet it may also lift fees. For Canada, the debate centers on whether the potential investment boost outweighs the risk of higher costs for travellers.
