Why Record 18% of German University Students Are International

Data released by Germany's Federal Statistical Office show that in the 2025‑26 winter semester international students made up a record 18 % of all university enrolments, up from 9.2 % in 1998‑99. The share grew by 24,733 students compared with the previous year.

One major reason is cost. Public universities are almost free, while private tuition ranges from €5,000 to €20,000, according to Study in Germany.

Another attraction is the large number of programmes taught in English. Germany now ranks second in Europe for English‑taught programmes, offering more than 2,400 courses, as reported by ICEF Monitor.

German policy also makes it easier to stay after graduation. International graduates can remain in the country for 18 months to look for work, and the system provides clear routes to a work permit, an EU Blue Card, permanent residency and eventually citizenship.

The country’s demographic outlook adds urgency. The PIE News estimates that about 19.5 million people will retire by 2036, while only 12 million will enter the labour market, creating a growing skills gap.

Together, low tuition, abundant English‑language options and generous post‑study work rules explain why Germany has become a top destination for students worldwide, and why these students are seen as a key part of the future workforce.
