Why a Deeper Canada‑EU Alliance Matters for Both Continents

In a speech that signalled a new phase of trans‑Atlantic collaboration, Canada’s prime minister framed a deeper Canada‑EU alliance as essential for safeguarding sovereignty and confronting shared technological and environmental challenges.

Prime Minister Mark Carney addressed the European Parliament on Thursday, urging deeper cooperation and trade between Canada and the EU in artificial intelligence, critical minerals and defence.

Carney reminded listeners that the Canada‑EU relationship already rests on the Comprehensive Economic and Trade Agreement (CETA) and a strategic partnership signed in June, which provide a legal and institutional foundation for expanding cooperation.

He highlighted the EU’s intention to create a European corporation dedicated to securing critical raw materials, noting that Canada alone holds deposits of more than 34 such minerals and ranks among the world’s top producers of ten of the ten most vital elements for the energy transition.

Building on that resource base, the prime minister outlined four concrete pillars for joint action: (1) a coordinated pursuit of strategic autonomy across AI, defence industrial capacity and critical minerals; (2) seamless digital trade for non‑agricultural goods and services; (3) intensified people‑to‑people programmes, including Erasmus‑plus and Horizon participation; and (4) an integrated market for financial services to broaden choice and lower costs for citizens and firms.

If realised, these measures would give both continents a more resilient supply chain, a shared regulatory framework for emerging technologies, and a coordinated response to climate‑driven disruptions, thereby strengthening economic security and geopolitical influence on both sides of the Atlantic.
