Systemic Gaps Left Coby’s NDIS Plan Behind His Growing Needs

Kế hoạch hỗ trợ lỗi thời để lại nguy cơ cho thanh niên khuyết tật

Coby, 19, is a former foster child who has level‑2 autism, ADHD and an intellectual disability. His National Disability Insurance Scheme (NDIS) plan changed very little between the ages of ten and seventeen, so it did not match his developing needs.

Child Safety Services staff later told his foster parents the plan was “completely out of whack with his current wants and needs”. They said a three‑year gap without a formal review, limited resources and simply rolling over the plan with only minor updates caused outdated goals and misaligned funding.

When his case coordinator suggested he could stay with his foster parents, move to a shelter, or even couch‑surf, the department finally revised the plan. The updated NDIS package now funds his stay in a supported independent‑living home until 2028.

Several medical practitioners warned that Coby required 24‑hour supervision because, without structured support, he faced a high risk of harm, exploitation or unsafe behaviour. Their reports were a key factor in the decision to keep him in the supported home.

The situation unfolded against wider NDIS funding cuts and staffing shortages in Child Safety Services, which officials say limit their ability to respond quickly to carers’ concerns.

The case shows how delayed reviews, under‑resourcing and procedural roll‑overs can leave young adults with complex disabilities without the evolving supports they need, jeopardising their safety and future independence.
