Singapore leads Asia in wealth, with a GDP per capita projected at over US$107,000 in 2026, according to the International Monetary Fund.

Publicized data cited by The Straits Times show that by the end of June, 7,973 people had received more than S$48.9 million from the ElderFund.

According to the Ministry of Health, ElderFund is open to Singaporean citizens aged 30 or older who need full help with at least three of six basic daily activities – feeding, dressing, toileting, washing, moving, and transferring between a bed and a chair.

Applicants must also meet strict financial limits: a monthly per‑capita household income of $1,500 or less and a MediSave balance below $10,000.

Those who qualify can receive up to $250 each month, provided they continue to satisfy the income and MediSave criteria.

ElderFund was designed as a safety net for severely disabled people who do not qualify for other national long‑term care schemes such as CareShield Life, ElderShield, or the Interim Disability Assistance Program for the Elderly (IDAPE). It also steps in when benefits from those programmes have been exhausted.

The programme shows how a targeted safety net can be built: clear eligibility based on disability level, strict but modest income thresholds, a capped monthly payout, and coordination with existing schemes to close financial gaps.
