New November 2026 Hiring Rules: What Vietnamese Job Seekers and Foreign Employers Must Do

Quy định tuyển dụng mới từ tháng 11/2026: Người lao động Việt Nam và nhà tuyển dụng nước ngoài cần làm gì?

Source: Vietnamnet

From 15 November 2026, a new Vietnamese Government decree changes how foreign companies hire Vietnamese workers. The rules add several steps, so both job seekers and overseas employers need to know what to expect.

The decree requires any foreign organisation or individual that wants to employ Vietnamese staff to send a written notification to the managing agency. The notice, which can be mailed or sent online, must list the exact job title and the number of positions.

After notifying the agency, the employer must publish the vacancy publicly. Recruitment ads have to appear on the National Employment Exchange (vieclam.gov.vn), on any other legal job portal, or on the company’s own website.

Hiring must be done directly by the foreign employer. When the employer provides a job description, the managing agency will select suitable candidates and refer them to the employer. Once a labour contract is signed, the employer has ten working days to inform the agency in writing, by post or online, giving the worker’s full name, personal identification number, job position and start date.

In practice, foreign firms will face extra administrative work before and after each hire, while Vietnamese applicants will see their job offers listed on official platforms. Understanding these steps will help both sides comply with the new law.
