Decree No. 353 started on 1 November and makes school attendance a legal duty in Vietnam. Knowing the new rules helps families plan their education.
The decree says children aged 6‑14 must attend elementary school and teenagers aged 11‑18 must attend secondary school. This attendance is now a legal obligation. Parents and legal guardians must give their children the conditions and opportunities to finish the required education.
The decree also creates flexible learning for people over the usual school‑going age, including adults up to 60 who are illiterate or have not completed compulsory education. Local authorities can set up continuing‑education classes with schedules and places that fit adult work conditions.
The state will pay for textbooks, notebooks, and other learning materials for those in literacy programs. All compulsory‑education data will be digitized and linked to the National Population Database, removing paper forms.
