The Ministry of Education and Training (MOET) has started using common periodic tests in selected subjects and grades. The move is meant to make assessment more objective, give a clear way to compare results, and raise the overall quality of education management.
A new circular, which takes effect on December 1, tasks provincial and municipal Departments of Education and Training with developing, reviewing and delivering the tests. For 5th‑graders the exams are held at the end of the first semester and at the end of the school year; 9th‑ and 12th‑graders take them at the end of each semester.
Thai Van Tai, head of MOET’s Department of General Education, says large‑scale testing is designed to provide reliable data for school management, spot unusual patterns, and curb the so‑called ‘achievement disease.’ He adds that the tests should reflect students’ real learning outcomes.
According to Tai, the common tests give the education sector an extra basis for comparing schools, spotting strengths and weaknesses, and directing targeted help. He stresses that the goal is not to chase higher scores or create extra pressure on students.
The ministry also notes that fighting grade inflation cannot rely on tests alone. It calls for a coordinated effort that includes teaching reforms, transparent procedures, stronger accountability and data‑driven detection of anomalies.
