The Ministry of Finance said that to qualify for the U‑Save rebates, a household in an HDB flat must have at least one Singaporean owner or occupier, or a Singaporean tenant if the whole flat is rented. Any member who owns more than one property makes the household ineligible.
The same rule applies to the conservancy rebates, which also exclude flats that are fully rented out. These rebates cover town‑council services such as cleaning, landscaping and waste collection.
Eligible households can receive up to $760 in U‑Save rebates and the equivalent of up to 3.5 months of conservancy rebates for the financial year April 2026‑January 2027, according to The Straits Times. The credits are added automatically to the SP Services account and the relevant town‑council account each quarter.
Rebates are paid out in April, July, October and January. This quarterly schedule is part of the government’s effort to ease cost‑of‑living pressure for lower‑ and middle‑income families.
Channel News Asia reported that electricity tariffs will drop 10.4% to 28.59 Singapore cents per kilowatt‑hour and gas prices will fall 8.6% to 21.45 cents per kilowatt‑hour in the fourth quarter of 2026, further reducing household bills.
Together, the lower energy prices and the automatic rebates mean many HDB households will see a noticeable reduction in their monthly utility expenses.
