On September 17 at 3:13 a.m. ET, a latent software issue in Bell’s next‑generation 911 system caused an outage that spread across Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia and Prince Edward Island, according to a report Bell submitted to the CRTC. Assistant general counsel Philippe Gauvin wrote that the incident was not a cyber‑attack and did not result from any planned or unplanned change.
The problem lasted 87 minutes. Bell engineers applied a permanent fix and restored full service at 4:40 a.m., the same morning the outage began.
During the disruption, most emergency calls were rerouted through backup systems and reached dispatchers. However, older “legacy” voice calls that relied on the previous network were not received. Bell confirmed that none of the missed calls resulted in a critical public‑safety incident.
The first two alarms at 3:13 a.m. and 3:19 a.m. did not trigger the expected war‑room response. Engineers were only notified 24 minutes later when a separate alarm detected an unusual drop in call volume.
After the incident, Bell said it has installed independent monitoring mechanisms as an extra failsafe, is reviewing the entire NG9‑1‑1 system, and has debriefed call‑centre staff while sharing the findings with other providers.
The outage shows that emergency‑call networks need layered protection: reliable backup routing, real‑time alarm checks, and independent monitoring that can alert staff even when primary systems fail. Continuous testing and quick fixes are essential to keep the public safe.
