The command convened an emergency meeting on Thursday, October 8, to coordinate civil defence, disaster prevention and search-and-rescue efforts as heavy rain began to flood low-lying districts.

On Thursday, October 8, Da Nang's Military Command switched on its disaster response plan, creating five response groups with almost 130 officers and soldiers ready to act.

The five groups were stationed at strategic points: Signal Company 1, Infantry Regiment 30, the Tra My Commune Military Command, Infantry Regiment 885, and a joint office in Dien Ban Ward together with Dai Loc Commune. Each post is tasked with monitoring local conditions and dispatching personnel and equipment when needed.

Amphibious armored vehicles were ordered to stay on standby, ready to reach flooded or isolated villages at a moment's notice. In addition, three specialised search-and-rescue teams of about 20 members each were equipped with dedicated vehicles and tools.

In Nui Thanh Commune, floodwaters rose above one metre, submerging the area around Binh Minh Kindergarten and the villages of Son Trung and Khuong Quang. The rising water disrupted travel and forced residents to move belongings to higher ground.

A separate incident on the Truong Giang River on October 7 highlighted the danger. A small boat carrying Nguyen Tan D. and his wife Duong Thi L. capsized; the woman clung to a sack of grass and was rescued after drifting roughly 300 metres downstream, while her husband remains missing.

Meteorologists warned that the region could receive 150-300 mm of rain on October 8, with some spots in Da Nang and Hue possibly exceeding 500 mm, intensifying the risk of flash floods and landslides.

Units are required to send situation reports every two hours and to alert commanders immediately of any emergency, ensuring that troops and equipment can be deployed without delay.
