The tiny island of Pamarawan, home to about 3,000 people, faces frequent storm surges and rising sea levels. Instead of relying on expensive concrete walls, the community has built a nature‑based flood defense that is both affordable and locally sourced.

By May last year, residents installed bamboo poles packed with brushwood along the coast to slow water flow and trap sediment, aiming to raise the seabed and support mangrove growth. The bamboo structures act as a sediment trap that gradually builds up the shoreline.

Workers built an oyster‑shell breakwater about 100 m offshore, using coconut‑fiber bags filled with shells. Project manager Lyana Galang said the structure is intended to lessen the impact of waves before they reach the community, working together with the bamboo traps.

Mayor Christian Natividad explained that the installations now cover roughly 14 hectares and cost 70 million pesos, which is lower than the estimated 90 million pesos for a comparable concrete seawall. He added that city officials concluded concrete infrastructure wouldn’t suffice, so they commissioned a Dutch engineering consultancy to explore nature‑based alternatives.

Fisherman Edgar Javier reported that the breakwaters have softened the waves and kept floodwaters at bay, allowing him to fish safely. Arsenia Cabigao added that her feet are finally dry during high tide.
