Ho Chi Minh City is actively seeking more German investment in sectors such as high‑tech manufacturing, logistics, green technology and workforce development. The push follows a strong trade relationship that reached nearly $2 billion in the January‑September 2026 period, making the city’s new strategy worth watching.

German investors have 316 projects in Ho Chi Minh City, with registered capital over $742 million. Bilateral trade with Germany reached nearly $2 billion in the January‑September 2026 period.

Dao Thanh Huong, deputy director general of the Foreign Investment Agency under the Ministry of Finance, said Vietnam is shifting its foreign direct investment strategy from prioritising volume to attracting higher‑quality projects that use advanced technologies and link closely with domestic businesses. She also listed four priority areas for new German investment: high‑tech manufacturing, infrastructure and logistics, technology and green transition, and workforce development for industrial transformation.

According to Dao Thanh Huong, strengthening ties between foreign‑invested and domestic enterprises will be a priority. This aim is meant to facilitate technology transfer, improve production capabilities and deepen local participation in global supply chains.

The city’s approach illustrates how a local government can reshape its FDI policy to attract higher‑value, technology‑focused capital. If successful, Ho Chi Minh City could become a model for other cities seeking quality foreign investment.
