Vietnam's Ministry of Construction wants to widen more than 1,100 km of the north‑south expressway to six lanes, costing about VND178.36 trillion ($6.8 billion). The plan relies on private capital and PPPs.
The ministry proposes to upgrade the 1,144 km stretch between Hanoi and Ho Chi Minh City, dividing it into 18 sections. The My Thuan‑Can Tho and Can Tho‑Ca Mau sections will be treated as separate investment projects.
Three existing privately‑operated toll sections – Dien Chau‑Bai Vot, Nha Trang‑Cam Lam and Cam Lam‑Vinh Hao – will be handled as independent projects. Together they cover about 178 km and need VND27.95 trillion ($1.06 billion) for expansion.
The remaining 15 sections will be grouped into two PPP projects without state‑budget support. The northern project (≈415 km) requires VND72.19 trillion and expects a 20‑year capital recovery; the southern project (≈551 km) needs VND78.22 trillion with a 15‑year recovery period.
Investors will be allowed to collect tolls after construction, and the government may fast‑track feasibility studies by bypassing separate investment‑policy approval procedures. This approach lets the expansion move forward without direct state‑budget funding.
