Vietnam Expands Stock‑Market Products to Attract Everyday Investors

Vietnam is working to expand the types of products available on its stock market. The move is seen as a way to attract more investors and make the market easier to use.
Diversifying products can help Vietnam’s stock market better meet investment needs and risk management requirements. As the market enters a new development phase, new offerings should respond to actual market demand while ensuring the conditions necessary for effective operation.
Exchange‑traded funds, or ETFs, are being given priority because they give individual investors a simple, accessible and low‑cost way to join the market and reduce exposure to fluctuations in individual stocks. Today, ETF trading accounts for only 1–2% of Vietnam’s total market trading value, far lower than the 20–30% seen in Korea, about 28% in the United States and 11% in Europe.
The draft amended Securities Law will broaden the range of assets eligible for ETF formation, potentially paving the way for new products such as gold ETFs. The same draft also proposes a regulatory sandbox that would allow new technologies, products, services and business models to be tested on a limited basis before wider deployment.
Overall, the diversification strategy aims to match investor needs, improve market appeal and introduce new products safely through careful testing and supportive regulations. These steps are expected to make the market more attractive to everyday investors.
