Empty Schools Become Elderly‑Care Homes as China’s Birth Rate Drops
Tỷ lệ sinh giảm, trường học bỏ trống biến thành viện dưỡng lão

China’s falling birth rate is leaving many primary schools empty, and local officials are turning those buildings into homes for the elderly. Understanding this shift helps us see how demographic change can reshape jobs and community planning.
The Ministry of Education reported that primary school admissions fell 9.6% in 2025, reaching 14.62 million, while preschool enrollment dropped 10% to 32.26 million. Overall, the total number of schools fell more than 6% to 440,700, with kindergartens decreasing by 21,400 and primary schools by about 8,000, according to Yicai citing ministry data.
China’s birth rate also slipped to 5.63 per 1,000 people in 2025, the lowest level recorded since 1949. The National Bureau of Statistics said births fell 17% year‑on‑year to 7.92 million, contributing to the shrinking student population.
In response, many local governments are repurposing idle primary schools as nursing homes and elderly‑care centres. For example, a village primary school in Shanyang county was converted into a nursing home, and Xiji county in Ningxia plans to turn 65 idle school buildings into rural elderly‑care facilities within five years, out of 191 idle schools across its townships. In January, the ministries of Natural Resources, Civil Affairs and Health issued measures to lower land costs for elderly‑care facilities and to encourage the reuse of empty buildings.
These actions show how China is adapting its public infrastructure to an ageing society and a falling birth rate. The reuse of schools into care homes may become a common model for other regions facing similar demographic pressures.
