Ho Chi Minh City and France have agreed to expand cultural, artistic and educational exchanges, especially for younger generations, as part of their comprehensive strategic partnership. The agreement promises more programmes that connect people from both sides.

French Minister Delegate Elenore Caroit noted that Ho Chi Minh City currently has four schools offering French-language programmes. These schools help promote the French language, foster linguistic and cultural exchanges, and create pathways for students to pursue higher education.

Caroit expected the city to continue supporting the schools while expanding cooperation in university‑level education and training, particularly in law, engineering and commerce. Such university programmes could give Vietnamese students access to French expertise and new qualifications.

Caroit expressed hope for continued Vietnamese support for cultural activities such as comic festivals and digital‑arts events. She also highlighted ongoing artist‑residency initiatives and other digital‑economy projects as part of the partnership.

Vice‑chairman Nguyen Manh Cuong said the city wants to draw on France’s experience in urban planning, transport infrastructure and the financial sector. He added that this cooperation could create jobs and help Ho Chi Minh City develop its own international financial hub.

The expanded partnership will give Vietnamese students and young professionals more study, exchange and career options through new university programmes, cultural events and joint projects with France. In short, the cooperation creates concrete opportunities for the next generation.
