New Air‑Pollution Rules May Change School, Travel and Health in Northern Vietnam
Quy định mới về ô nhiễm không khí: Thay đổi lớn với trường học, giao thông và sức khỏe ở miền Bắc

Vietnam's Ministry of Agriculture and Environment has put forward new rules for eight northern provinces, such as Hanoi, Hung Yen, Bac Ninh, Ninh Binh, Phu Tho, Thai Nguyen, Hai Phong and Quang Ninh. The rules are important because they may change school, travel and health routines for many people.
The ministry says a severe air‑pollution alert starts when the Vietnam Air Quality Index reaches 301 or higher. Yellow and red alerts would bring actions like more street sweeping, dust collection and road washing, and health warnings for the public. The 2021‑25 national environmental report shows that daily average PM2.5 levels were above the national limit on more than 15 % to nearly 40 % of days in these eight areas.
When a yellow or red alert is issued, the ministry proposes that kindergartens, elementary and middle schools stop outdoor group activities and move to online learning. All schools must stay online until the alert level is lowered. This helps protect students from breathing polluted air.
The ministry also wants to limit diesel‑powered trucks that weigh more than three tons from entering inner‑city areas during the morning rush (6 am‑9 am) and evening rush (4 pm‑7:30 pm). Residents are encouraged to use motorbikes less and to take public transport instead. These steps aim to cut traffic emissions during bad air days.
In short, the proposed measures could mean more online classes, fewer outdoor school events, and tighter traffic rules for commuters in the north. People living in the affected provinces should expect these changes when air quality becomes hazardous.
