New Social Insurance Rules Could Change Life for Vietnam’s Gig Workers
Quy định bảo hiểm xã hội mới có thể thay đổi cuộc sống của lao động thời vụ tại Việt Nam

Vietnam is preparing a draft that could require ride‑hailing drivers, delivery workers and other digital platform employees with stable incomes to join the country’s compulsory social insurance system. The change is aimed at extending protection to people outside traditional jobs.
The draft gives the National Assembly Standing Committee authority to decide which non‑formal worker categories must take part, and it proposes a gradual, practical implementation roadmap for each group. This approach would let the government introduce the requirement step by step, rather than imposing it on all gig workers at once.
Lawmakers have warned that the proposed categories are too broadly defined, which could create significant implementation difficulties. They are calling for clear eligibility rules and a concrete timetable before the system is rolled out.
The proposal’s stated goal is to extend social protection, strengthen labor rights and improve welfare for workers outside traditional employer‑employee arrangements. However, the committee says that if eligible groups and dates are not clearly defined or consensus is missing, the changes should be postponed until the Social Insurance Law is comprehensively revised.
