Ho Chi Minh City has introduced a new resolution that will begin in the 2027 tax year. It offers a five‑year exemption from both corporate income tax and personal income tax on income generated by innovative startup activities.

To receive the corporate tax exemption, a startup must be headquartered in Ho Chi Minh City and must hold a valid certificate that recognises it as an innovative startup. The same location and certification rules apply to innovation centres, support organisations and other entities that assist startups.

The personal income tax waiver also lasts five years and covers salaries paid to experts, scientists, individuals with exceptional talents and the founders of qualifying innovative startups. These workers must be employed by an innovative startup, a science‑technology organisation, an innovation centre or a recognised support organisation.

Eligible taxpayers are not required to follow a separate tax filing process. They must calculate the amount of tax that is exempt, declare it themselves, and retain all documents that prove their eligibility according to tax regulations.

The municipal Department of Science and Technology will monitor the policy’s implementation and work to prevent abuse. Tax authorities and local ward, commune and special‑zone committees will provide guidance and help organisations and individuals comply.
