Vietnam’s Ministry of Home Affairs has proposed a new Vietnam Talent Visa aimed at foreign experts, and the draft will be submitted to the National Assembly for consideration. The proposal is important for anyone thinking about working, investing or hiring talent in Vietnam.
The visa would give foreign experts a five‑year exemption from personal income tax on salaries and bonuses. Holders, their spouses and children would receive temporary residence cards, and they would not need work permits, so they can change jobs or work for several employers without re‑issuing visas.
In addition to personal tax relief, the draft gives businesses a strong financial incentive. Companies that employ qualified talent can deduct up to 200 % of the salaries and bonuses paid when they calculate taxable corporate income, effectively lowering their tax bill.
The draft also sets aside an annual budget equal to about 0.1 % of Vietnam’s GDP for talent‑related activities and includes legal protections for both the talented individuals and the firms that hire them. The measures apply to Vietnamese citizens, overseas Vietnamese and foreign nationals.
Overall, the Talent Visa and its accompanying tax incentives could make Vietnam much more appealing for skilled professionals and the companies that rely on them. The success of the plan will depend on the National Assembly’s approval.
