From 2026‑2030 Phu Tho will send 100 million m³ of construction stone and 70 million m³ of land‑filling soil – 170 million m³ in total – to Hanoi. The transfer is part of a temporary coordination mechanism to ease the capital’s material shortage.
A representative of the Phu Tho Provincial People’s Committee Office told VietNamNet that the Ministry of Industry and Trade issued a decision creating a temporary coordination mechanism for the supply of common construction materials between provinces and cities. The decision is meant to support major infrastructure projects during the 2026‑2030 period.
According to the Ministry, Hanoi will lack 272.25 million m³ of construction stone, 320.19 million m³ of sand and 243.88 million m³ of land‑filling soil for its planned projects. Among the 18 provinces that can meet their own needs, Phu Tho is the largest designated supplier of both stone and soil for Hanoi.
The plan requires each supplying province to identify the mines to be used, the annual supply volumes, the recipient projects and the transport routes, and to send this information to the Ministry of Industry and Trade before 10 November. The ministry also instructed local authorities not to add extra administrative procedures, conditions or fees that could delay the supply.
This coordination mechanism shows how the Vietnamese government can move large quantities of construction material across regions to keep major projects on track. By setting clear rules and limiting bureaucracy, the plan aims to balance Hanoi’s needs with the supplying provinces’ own requirements.
