Why Hanoi Apartments Struggle to Provide EV Charging and Parking

Experts say that charging infrastructure, parking spaces, fire safety and investment costs are the main hurdles for green transport in Hanoi’s apartment complexes. Understanding these obstacles helps residents see why home charging is still rare.

Existing apartment blocks in Hanoi often lack enough basement space, have designs that do not include charging points, and use old electrical systems. These constraints make adding new EV chargers very hard.

Pham Xuan Diep, head of the management board at Skyline in the Van Quan area, reported that the number of electric motorbikes in his building rose from about 30 at the end of 2024 to more than 100 today – a three‑fold increase in two years. This surge creates strong demand for both parking spots and charging points.

Diep also explained that, before new guidance arrived, the management moved the charging area from the basement to ground level. The new spot has no roof, making it insecure; bikes are frequently stolen while being charged, and monitoring electricity use is difficult.

Nguyen Tuyen, deputy head of the Transport Management and Traffic Safety Division, said Circular No. 31/2026/TT‑BXD clarifies responsibilities and technical requirements for electrical systems, fire prevention and evacuation routes, but consistent guidance is still needed. Experts added that solving these infrastructure problems would meet green‑vehicle demand and improve safety, helping Hanoi’s green‑transport transition move faster.
