Resolution No. 11‑NQ/TU was issued on July 15, 2026 to achieve at least 13% average annual GRDP growth in the second half of 2026 and through 2030. The move was designed to overcome long‑standing bottlenecks and accelerate the city’s economy, making it a key case for development studies.
Five supervisory teams, each led by a Standing Committee member, were set up to work directly with local authorities, visit grassroots units and solve obstacles as they appear. Their work links the Party Committee’s decisions to everyday implementation.
According to Pham Van Thep, head of the Hai Phong Economic Zone Authority, responsibility was reassigned by region and locality, forcing departments to cooperate across domains rather than work in isolation. This change required officials to understand each other’s tasks and coordinate closely with businesses and residents.
A “green lane” mechanism was introduced to shorten administrative processing times for projects. In the first nine months of 2026 Hai Phong’s GRDP rose 12.08%, the highest in six years, and FDI capital reached about $3.64 billion, 64.4% higher than the same period last year, meeting 93.3% of the annual target.
Resolution 11’s coordinated governance and fast‑track procedures quickly lifted Hai Phong’s economy. The example shows how targeted policy reforms can transform a city’s growth trajectory in a short time.
