Japan’s New Disaster Agency: Why It Was Created and the Hurdles Ahead

Japan’s National Disaster Management Agency was launched on Monday to serve as a central control tower for disaster preparedness. The agency’s main task is to coordinate measures that reduce damage from large‑scale natural disasters, making its performance a matter of public interest.

The government’s earthquake research commission estimates a 60‑90% chance of a major Nankai Trough earthquake within the next 30 years. Yet a 2025 survey found that only 37.6% of adults said they had measures to stop furniture and appliances from falling during such a quake, highlighting a gap in public readiness.

Minister Goshi Hosono issued an emergency request for disaster‑damage reduction measures at a normal time. The government said such a request is very unusual.

The agency has the right to recommend other ministries and agencies to correct insufficient measures, and Minister Hosono indicated he is ready to use that power if needed. This authority is shared with the Reconstruction and Digital Agencies, which have never exercised it.

Officials say the recommendation right alone may not be enough for the agency to act as a true control tower. They argue that a completely new strategy involving the whole of society, including industry and citizens, is required to improve Japan’s disaster preparedness.
