Vietnam has just issued a new set of guidelines for electric vehicles. The rules are designed to affect the price, convenience and options that ordinary people face when choosing a vehicle.
The Government Office released Document No. 11281/VPCP‑CN on November 5, directing a flexible, non‑mandatory EV transition that takes into account people’s financial circumstances and the readiness of charging infrastructure. The policy explicitly avoids compulsory deadlines for owners to switch to fully electric or other green vehicles.
Consumers say that purchase price, operating costs, travel distance and the availability of charging stations are the main factors shaping their decisions. Nguyen Huu Dung, a motorcycle user from Hanoi’s Long Bien district, praised electric motorcycles for being quiet and emitting no tailpipe fumes, but he stressed that the high upfront price and limited charging options are hard for many working‑class families.
Infrastructure gaps also limit everyday use. Phan Huyen Thanh, a resident of Hanoi’s Ha Dong area, explained that most apartments and rented homes were not built with charging points, and public charging is still scarce in many neighborhoods. She argued that without upgrades to buildings and more charging stations, owning an EV remains difficult.
The flexible policy aims to let people choose greener transport at a pace that matches their budget and local facilities. However, the cost of vehicles and the current lack of convenient charging still play a big role in everyday vehicle choices for Vietnamese consumers.
