The Ho Chi Minh City People’s Committee has announced a three‑phase roadmap that runs from 2026 to 2045 to make English a second language in schools. This long‑term plan will gradually reshape how English is taught in classrooms across the city.
Phase 1, covering 2026‑2030, focuses on preparing schools and surveying English proficiency among all education staff. During this period the city will train between 20 % and 30 % of managers, teachers and staff in English, and at least 15 % of schools will begin offering subjects taught in English. Implementation will be adjusted to the socio‑economic conditions of each ward or commune, allowing a flexible roadmap.
Phase 2, from 2031 to 2035, aims to raise every education manager and teacher to the required English proficiency level. By the end of this phase all schools are expected to have fully designed English‑medium teaching programmes, ensuring consistent English use across classrooms. The flexible, ward‑based approach will still guide the rollout.
Phase 3, spanning 2036‑2045, will concentrate on sustaining the resources built in earlier stages. The city plans to raise the share of general education institutions running integrated English programmes to between 60 % and 70 %, and to modernize bilingual learning environments. This final stage should make bilingual classrooms a common feature throughout the city.
In short, the 20‑year roadmap promises a step‑by‑step transformation of everyday lessons, from a few English‑taught subjects today to fully bilingual classrooms by 2045. Students can expect more exposure to English and a learning environment that matches international standards.
