Ho Chi Minh City’s People’s Council has approved a new master plan covering 2025‑2050. The document sketches a 100‑year vision that could reshape daily life, jobs and education for millions of residents.

The plan sets a goal of turning the southern economic hub into a global metropolis with a population of more than 27 million by 2050. This target aligns with the city’s long‑term vision of becoming a leading global metropolis.

To reach that scale, the plan adopts a multi‑polar, multi‑center urban model. It is built around five growth poles, five strategic connectivity networks, five satellite centres and ten development‑management zones.

Funding will mix public investment with private‑sector capital. The city will use public‑private partnerships, land‑value capture linked to infrastructure projects and municipal bonds to raise money.

The vision also calls for a smart, modern city that becomes an international hub for finance, science, technology, innovation and business. It plans for around two million students and 1,400‑2,000 ha of land for higher education between 2030‑2050, and aims for 45 hospital beds and 35 doctors per 10,000 residents by 2045, supporting broader social‑welfare goals.

Implementation will prioritize key projects, set clear timelines and oversight mechanisms, and rely on digital technologies to monitor progress. These steps are intended to guide Ho Chi Minh City toward becoming one of the world’s most livable cities.
